When determining the 100 individuals and locations to prioritize, various factors were taken into account including engagement status, opportunity, potential impact, receptiveness, effectiveness, population size, complexity, exclusive access, historical oversight, organizational needs, and aging personnel. This assessment led to the development of the Priority 100 list.
